Town Meeting Establishes Permanent Master Plan Committee Amid Debate Over Rushed Process

After a lengthy debate involving multiple amendments, Town Meeting voted to establish a permanent, standing Master Plan Committee through Article 5. The new committee succeeds the temporary Master Plan Implementation Committee (MPIC), which has overseen the town’s planning goals for the last 11 years. A key amendment added during the meeting also requires the committee to include a public health professional among its members.

The proposal faced pushback from Planning Board Chair Meredith Hall, who argued that the Planning Board had not been properly consulted. Hall moved to instead extend the existing temporary committee until May 2026 to allow for more collaboration. The planning board was not aware of this article until it was going to print, Hall stated. We have concerns about the formation of an entirely new committee... most particularly that this would be a committee in perpetuity. Member Sean Fehee agreed, describing the process as clearly rushed.

However, proponents argued that the current volunteers were ready to step down and that the town needs a permanent body to monitor challenges in commercial tax revenue and traffic. Member Aqua Debong criticized the push for a temporary extension, asking, How do you force someone who is volunteering their hours for another year? Those who are running the committee say they're done. A motion to refer the matter back to the Planning Board failed, as did Hall's attempt to delay the committee's creation.

Motion: To establish a standing Master Plan Committee as a successor to the MPIC (as set forth on the Green Sheet and amended to include public health).
