Milton will establish a new voluntary fund to assist vulnerable residents with their tax bills following the passage of Article 3. The article accepts state law allowing the creation of an Aid to Elderly and Disabled Taxation Fund, which will be financed through private donations rather than mandatory taxes.
Town Counsel Darren Klein clarified that the fund is typically supported by a "check-off" option on municipal tax bills, allowing residents to donate at least one dollar or more. It does allow the committee to set up rules for donations... what the law allows at a bare minimum is there would be a check-off on individuals' taxes,
Klein explained in response to questions about contribution limits.
The fund will be overseen by a new taxation aid committee. Select Board Chair Ben Zul invited interested residents to apply for positions on the new board, which will be responsible for setting the criteria for who receives assistance and managing the donated funds. The measure passed with near-unanimous support.
Motion: To accept MGL Chapter 60, Section 3D, to establish an Aid to Elderly and Disabled Taxation Fund and a taxation aid committee.
