New voluntary tax fund established to assist elderly and disabled Milton residents

In an effort to mitigate the impact of rising property taxes on vulnerable populations, Article 3 was approved to establish a voluntary taxation fund for elderly and disabled residents. The fund will be fueled by private contributions, allowing community members and organizations to donate money specifically to help neighbors who are struggling to maintain their homes due to tax burdens.

Town Moderator Liz Dylan noted that the article was a direct response to concerns raised during the recent override debates. I know people have been raising concerns about taxes for the elderly and disabled. My understanding is this is supposed to help ameliorate some of those concerns, Dylan said. The fund will be overseen by a new committee consisting of the chair of the Board of Assessors, the town treasurer, and three residents appointed by the Select Board.

While the Warrant Committee had questions regarding the specific criteria for receiving aid, Chair Jay Funling explained that the oversight committee would be responsible for establishing the rules once formed. The committee is expected to clarify whether out-of-state or non-profit entities can contribute to the fund. This measure passed with near-unanimous support as a compassionate tool for resident retention.

Motion: B. Zul moved that the Town accept the provisions of Massachusetts General Laws Chapter 60, Section 3D, to establish an Aid to the Elderly and Disabled Taxation Fund and a committee to oversee said fund.
