Town Meeting Passes 32 Articles in Bulk via Consent Agenda

Key Points

  • 32 articles approved in a single consolidated vote
  • Major budget articles (3, 8, 11) removed for individual discussion
  • PEG Access and CPC Projects also held for separate debate
  • Electronic voting used to ensure accuracy and speed for the bulk motion

In an effort to expedite the proceedings of the 2026 Annual Town Meeting, members utilized Article 12 to pass a large volume of non-controversial business in a single vote. The Consent Agenda originally included Articles 2 through 33; however, several items were held for separate debate at the request of five or more members. Articles pulled from the bulk vote included Article 3 (Capital Budget), Article 8 (Public Safety), Article 11 (Public Works), Article 17 (Board of Health), Article 29 (PEG Access), and Article 31 (CPC Projects).

The remaining 32 articles passed with overwhelming support in a 231-1-2 electronic vote. This procedural tool allowed the meeting to dispose of routine housekeeping matters and smaller appropriations, leaving more time for the body to debate the larger financial impacts of the departmental budgets and the town's long-term fiscal stability. Moderator Elizabeth Dylan noted the efficiency of the electronic voting system, which was tested earlier in the evening with a ceremonial question regarding the Star Wars holiday.

Motion: To approve the remaining items on the Consent Agenda.

Vote: Passed 231-1-2
