Town Meeting members moved to strengthen Milton's ability to manage growth by passing Article 9, which expands the town's traffic impact mitigation bylaw. Previously, the law only applied to projects requiring special permits. The updated zoning bylaw now encompasses projects undergoing site plan review as well. Warrant Committee Chair Jay Funling noted that this change will encompass a lot more projects that the planning board can require contributions from.
During the preview, Town Moderator Liz Dylan joked that no one is concerned about traffic in Milton,
reflecting the community's long-standing frustration with road congestion.
The Planning Board will oversee the resulting fund, using developer contributions to implement traffic solutions in areas impacted by new construction. The article passed with nearly unanimous support, reflecting a broad consensus that commercial developers should bear a greater share of the costs associated with the traffic their projects generate.
Motion: M. Hall moved that the Town amend Zoning Bylaw Section 275-20, Traffic Impact Mitigation, to include business districts and projects undergoing site plan review.
